  上半年,在市委、市政府的正確領導和高度重視下,在市紀委、市監察局、市財政局、市審計局等部門監督、監管和市直各有關部門的支持與配合下,市政府采購中心以服務政府工作為中心,堅持“規范、高效、公正、廉潔”的工作理念,狠抓管理制度化、程序規范化、辦事透明化、服務效率化,確保了審批采購項目優質高效地完成。

  元至六月份,市政府采購中心共實施集中采購143次,其中公開招標5次,競爭性談判15次,詢價采購123次,完成采購金額2118.8萬元,節儉資金335.8萬元,資金節儉率為12.9%。

  半年來我們主要做了以下幾項工作:

  (一)采購規模進一步拓展

  今年以來采購中心努力拓展政府采購規模,擴大集中采購的規模效應和節儉優勢,采購項目進一步豐富,安全設備、水面打撈設備已納入政府集中采購。

  在服務民生方面,完成了市委政法委社會管理綜合信息系統軟件、梁子湖區和華容區中央醫療補助項目的采購。

  在服務三農方面,完成了國土整治辦公室占補平衡項目的公開招標采購,收到良好的經濟效益和社會效益。

  在公共安全方面,完成了林火視頻監控系統和雙港大橋超載動態監控系統工程的采購。

  半年來采購中心主動服務,急事急辦,精心安排,優質高效地完成了市委、市政府及各單位重大項目,6月份首次進行了公務車輛加油的定點采購,同時還完成了20__-20__年度輛維修、公務車輛保險、公務資料印刷項目的定點采購,在采購質量、價格、服務等方面為采購人供給更簡單更快捷的服務,方便了市直各采購單位和供應商。

  (二)采購程序進一步規范

  中心在組織實施政府采購的整個過程中,始終把規范采購程序放在第一位,一是針對新形勢下政府采購出現的新情景、新要求、整合修訂招標文件編制程序,統一制定招標文件的基本資料,確保招標文件合規、合理。

  二是嚴格按照《政府采購法》和有關政府采購的法規規章等,進一步修訂完善了政府采購操作規程,明確了各崗位人員的工作職責,確保了招標程序的規范有序。

  三是對重大采購項目,主動與采購人聯系和溝通,充分傾聽采購人的意見和提議,并對一些技術需求比較復雜的采購項目及時邀請有關專家組織論證,確保了采購項目公平、公正。

  四是堅持把好資格審查關,根據不一樣項目的類型,制定較為合理的資質要求,先由中心專人進行資格預審,與供應商明確相關職責,后由評標委員會在開標前進行資格終審,仔細對照各項目的資質條件逐項審核,有效確保了招標采購的成功率。

  (三)風險防控進一步筑牢

  作為政府集中采購的執行機構,采購中心著力源頭防腐,緊緊圍繞規范二字,以公開促公平,以公平促公正,重點從管理制度化、程序規范化、文書標準化、工作“陽光化”、手段電子化等五個方面規范了政府采購行為,建立了政府采購執行環節公正、透明、規范、高效的“陽光采購”運行機制。

  在走訪過程中,中心根據謝培村實際情景,指導村黨支部理清發展思路,落實發展措施,完善村級經濟發展規劃。

  開展了美化、綠化、凈化活動,集中治理整頓環境衛生,并送垃圾桶20個。

  幫忙謝培村開展了“一事一議”工作。

  組織中心全休人員幫忙結對戶開展春耕生產2天,為結對戶送種植方面技術資料5份。

  在中心資金異常緊張的情景下,仍然多方籌措,為謝培村籌集資金50000元。

  經過開展以上活動,增進了與基層群眾的感情。

  總之,今年上半年以來,我市政府集中采購工作呈現出良好的發展態勢,取得了必須的成績,可是也依然存在諸多的困難與問題,比如中心機制不夠健全,采購業務不斷增加而人員過少,采購的規模效益有待于進一步拓展等等這些問題與不足,我們將在以后的工作中努力加以解決和改善,推動我市政府集中采購工作再上新臺階。
